ah ha! Found the thread on anidb, apparently ‘pettanko’ is used to refer to a character who is at least partially fixated (positively or negatively) on the smallness of her breasts. According to AnimeNewsNetwork, “Pettanko does not specify any age group, pettanko characters range from adolescents to adults, although pettanko children and pre-teens are rare as they are not yet old enough to develop breasts.”

Ooops, you’re entirely correct there regarding yaoi/yuri, my bad >.<
As you mention it, I too seem to recall a word for big boobs, but I've never heard of a word for small ones (I think they're mostly classified as loli)

Based on the volume of Hentai and just really wierd Japanese porn, I get the feeling that there is a lot of sexual repression in Japan. But I’m a Gaijin, so what do I know?

Seriously… look at most of it. Young girls in school uniforms being held captive and raped/molested by giant tentacle creatures. There’s a huge amount of doe-eye young girls with upper bodies a stripper would love attached to the lower bodies of barely pubescent girls. If you look at men in a lot of their actual porn movies it looks as if the women are there for men to use, whether the women enjoy it or not. And what’s with 90% of Japanese women making those “little girl” noises during sex? At least in Western porn it appears the women desire/enjoy the sex with the men.

It’s like Japanese men have little no idea how to relate to women except as sexual objects – hence the “shy” male who gets a big thrill looking down a blouse or “accidentally” brushing a woman’s ass in the elevator. Or maybe it’s just that’s what they export.
