I thought the same thing, but I can’t see enough evidence to swear one way or the other.
The evidence is the fact if that falcon were actually sitting on her head, there would be blood gushing from her scalp, and she would be screaming like a banshee.
Just check out the talons on some of these birds, and they HAVE to grip onto something to land. All birds do. They don’t just land neatly, unless they are in water (like a pelican).

You know absolutely nothing about birds, do you? I own several, have handled live semi-feral hawks, and I can tell you that how they sit has nothing to with how they land. They can’t grip on things larger than they can wrap their feet around. When their feet are extended too far, they don’t have the musculature to pull back into a tight grip if the object they’re on doesn’t give. Rabbit, yes; human skull, no.
Look at the picture closely. See the wrappings on the feet? The leash leading from the right-most foot? The bird’s (more-or-less) tamed and cared for so that it doesn’t have the claws a feral bird would have, and is probably quite well used to sitting on “delicate” humans.
Of course that bird didn’t land on her head. If nothing else, at full tilt it would have sprained if not broken her neck. It was obviously set there by a handler prior to the shot. Hell, from the level of stupidity in your comments above, you know nothing about photographic shoots, either.
Do us all a favor. If you don’t know shit, don’t act like it and keep your mouth shut.

Okay, I just really want to know. Why do people automatically assume a picture is photoshopped? Do you really think some geek is going spend hours at a computer doing this? Wouldn’t it be cheaper, quicker, and easier just to use the method photographers have been using since the invention of photography? They used a stuffed bird! Not so difficult really and the talons mean shit when it’s dead. Stick a wire on it’s leg where the camera can’t see and run it down the back of the models head to keep it upright.
It’s a still image, photographers have been using simple tricks like that LONG before computers were ever invented.

With photoshopping ubiquitous on the web, why wouldn’t people automatically assume an implausible picture is photoshopped? It may be “cheaper, quicker, and easier” for a photographer to use the actual stuffed bird at hand, but that ignores the fact that this type of WTF photoshopping is usually done by third parties, not the photographer.
I may easily be wrong about this particular pic, but my assumption is hardly unreasonable.

I’m going to stand by “Not ‘Shopped”. I thought it likely at first myself, but examination of the photo points out too many consistencies in the lighting, and other errata such as the folding of the greaves (?) cloth over the model’s face. Also, as has been pointed out, the bird has restraints on its’ legs. Unless you’re dealing with a TRULY inspired (and diabolical) ‘Shopper, you’re not going to see the handler’s leash peeking out from behind the model.

Actually I think the bird is of the stuffed variety. The wing position and tail angle are all wrong for him to be balanced on her head. Meanwhile european photographers in the 70′s and 80′s did use things like sias stuffed animal quite a bit.

Photo must be tricked. If you know how sharp those nails are an how much pounds of power/pressure those claws can generate, no sane person would ever want to have such a bird his your head without wearing protection.
But the boobs are very nice, especially WITHOUT protection. !!!

That is a domesticated eagle. The talons have been groomed accordingly since you can see that one has been groomed back (right above her right eye) and the leashes around its ankles are seen.
That is what I get for knowing about birds of prey.

At first glance, you’re looking at a half-naked woman, standing on what appears to be a rooftop, with a bird of prey perched on her head.
